Propose a change

Anyone in the Government Digital and Data profession is welcome to propose a change to the Capability Framework. This can include minor content updates such as readability improvements, to major changes such as new roles.

To propose a change, submit the change details using our online form. You'll be asked to provide:

  • your contact details (which must include a gov.uk email address) and job title to verify that you're a member of government staff
  • the sponsors of your change request (at least 2 subject matter experts from different government departments)
  • details of your change request and the evidence to support it, referencing the acceptance criteria

Changes to the Government Digital and Data Profession Capability Framework must meet all 3 of the following criteria.

Defining the Government Digital and Data profession

The Government Digital and Data Profession Capability Framework exclusively defines the roles across government that require professional digital, data and technology skills. These roles are part of the Government Digital and Data profession.

The profession should not be confused with the government function, which provides corporate and policy support to the profession, for instance through human resources, setting standards and procuring technology.

Reflecting cross-government need The Government Digital and Data Profession Capability Framework exclusively defines the most common Government Digital and Data profession roles required in a majority of government departments. This ensures the framework can be universally applied across government, and provide a basis for any local modifications.
Aligning with the wider industry The Government Digital and Data Profession Capability Framework reflects developments in both government and the wider digital, data and technology industry. This ensures the framework remains relevant and industry-recognised.

Approval process

Submitted proposals will initially be assessed and responded to by the Government Digital and Data Profession Capability Framework team.

If you're proposing a major change such as a new role, role level or role family, you'll be asked to present the case to the Capability Framework Design Council. This group consists of capability experts and subject matter experts who represent government departments and organisations. Each month, they collectively assess major change proposals against the acceptance criteria.
